2020 Annual Owners Meeting – November 9th

Meeting was called to order at 7:05 PM.  We had 19 properties represented at the meeting.

Front Entrance Update – Scott presented a report on the condition of the front entrance and pointed out that we paid for a refurbishment of the stucco to try and get a few more years out of the sign.  We also had to perform some repairs to the center island due to a vehicle crash but this was paid for by the auto insurance. 

Street Light Outages – Mike reported that there had been a few questions to the board about how to get lights fixed.  He reported that anyone can report a street light out by calling Greystone Power.  The information is located on our website.

Update on Legal Cases – Mark reported that we have settled 2 cases, have 5 still open of which 3 of them are making payments.

2020 Budget Update – Scott reported that we are on track with all line items and don’t anticipate any shortfalls.  We only have data through end of September.  October reports are not yet in from accountant.  It was noted that the Board decided to combine 2 line items that addressed work on the front entrance.  The Board didn’t feel that it made sense to track these items separately as they both dealt with maintaining the entrance.

Proposed 2021 Budget Update – Scott discussed the budget for next year.  He stated that although the expenses exceed the income considerably this is misleading since we have a large item for sign maintenance and projects that we don’t anticipate using.  We used it as a place holder if something happens.

Question – A member asked about how to get tree limbs trimmed so that they don’t block street lights.  It was reported that we would take this up on our next drive through.  It may get overlooked because we do not perform drive throughs at night and it may be noticeable during the day.

Question – A member asked about the condition of stop signs.  It was reported that a sign on knotty pine was damaged from the storm and was replaced with an ugly one by the county.  It was reported that in the post the county indicated that they would only install the type of sign that is more utilitarian while the HOA wanted the more architectural posts.  If we want to upgrade the signage then we will have to pay for it.  The Board will look into this issue.

Question – A member asked if there was any way to pay fees electronically.  It was reported that when we checked into this due to the limited use it would require a significant fee to take credit cards.  We will check with accountant to see if there are more options to transfer bank account monies now.

Question – A member reported a concern that we needed speed limit signs or center lines at the front entrance as they have nearly had an accident when a departing vehicle cuts the corner.  It was reported that the county would have to do that and they have indicated in the past that they do not paint lines in residential neighborhoods.  As far as speed limit signs, when none are posted it is presumed to be 35.

Question – A member asked about cost to pressure wash curbs in common areas.  The Board has never considered this option but there really are no common areas as all curbs are on individual properties.

Question – A member asked about repairs or replacements of mailboxes.  It was stated that the welding company that does repairs is listed on our website and a board member recently found replacement mailboxes on line still available.

Question – A member asked about what our asset balance is.  Scott reported that we have $57,414 in our checking and savings accounts.

Question – A member asked about how many houses are in foreclosure now.  We do not have any direct information on that but estimate it may be around 2.  It was recommended that homeowners check out real estate websites for that information.

Association Meeting Minutes

November 13, 2018

The meeting was called to order at 7:06 PM.  We had 12 properties represented at the meeting.

President’s Report – Mark reviewed the drive through notice procedure covering courtesy notice and the 3 step notices; there are currently only 5 properties that are not current with their assessments (He explained that costs can quickly grow once we involve our attorney to seek payment); 3 homes are for sale and 2 have been recently sold; HOA initiated two projects, one for irrigation repairs and a second for camera repairs due to lightning. Insurance should pay a major portion of these expenses.

Treasurer’s Report – Scott discussed the profit-loss statement for 2018 and stated that the budget for 2019 will be the same.  We are currently in good shape under budget.  Attorney Fees Billable is high because we have one outstanding case that has a lot of attorney fees but we should get that back when settled.  We have not lost a case yet.  The Attorney Fees Non-billable is mostly for the new attorney. Entrance Maintenance includes repairs to the irrigation system and the electrical outlets at the front.  The Miscellaneous is for the camera repair and should have been put into the Projects/Repairs category.  Sprinklers are off for the year so we will not have any additional costs for water. It was noted that we are currently on the list for asphalt resurfacing but don’t know when that will happen. The badly weathered stop signs were replaced by the county, not the HOA.

Elections– The floor was opened for nominations for elections for 2019.  No nominations were made.  The current board members were confirmed by unanimous vote for another year.

Question– A member asked what the result of the short term rental vote was.  It was stated that there were insufficient votes for the vote to be considered official.  A majority were in favor of the change.

Question– A member asked if there were any more break-ins in the neighborhood.  It was noted that we only had one vehicle break-in but that there have been a number of them in surrounding neighborhoods, so the cameras seem to be working to discourage crime.  In the one case, the crooks used stolen cars, so the plates that we gave the police after viewing the camera footage didn’t help as much.  However, the crime group was apprehended in another county and apparently were very active in the area.

Question– A member asked about what can be done about the stop sign running that happens at the Knotty Pine intersection.  A homeowner said that she had been told by the sheriff that if we note the license plate when this happens and turn in the plate number and time of the violation, the police will contact the vehicle owner with a warning.

Question– A member asked if there are any open lots left in the neighborhood.  It was stated that Lot 74 is still open.

Question– A member asked if we are going to have a holiday decoration contest this year.  The board explained that it was dropped recently due to lack of participation.  The attendees expressed interest in trying again this year.  Sharon motioned to hold it again this year and Tarsha seconded. All in favor.  Decorations will be judged December 18th.
